The Inter Boards Coordination Commission (IBCC), working under the Ministry of Federal Education and Professional Training, remained at the forefront of educational reform throughout July 2025. The month was packed with meaningful engagements, including international collaborations, policy advancements, and youth-oriented initiatives aimed at improving education standards across Pakistan.
One of the month’s key highlights was the visit of Federal Secretary for Education, Mr. Nadeem Mehbub, to the IBCC Secretariat in Islamabad. He was given a comprehensive overview of IBCC’s digital transformation journey by Executive Director Dr. Ghulam Ali Mallah. The presentation covered major improvements such as faster online application systems, streamlined complaint handling, and reduced delays in student services. Mr. Mehbub expressed strong support for IBCC’s forward-thinking reforms, especially the introduction of a national question bank and the adoption of a skills-based learning approach over traditional grading.
The IBCC also welcomed the Vice Chancellor of Shah Abdul Latif University, Dr. Yousuf Khushk, who praised the Commission’s use of technology to improve academic services. Both sides discussed opportunities for academic cooperation and enhancing the process of recognizing student qualifications. Dr. Khushk applauded the leadership of Dr. Mallah in steering IBCC toward alignment with international standards.
On the international front, IBCC hosted a high-level Ethiopian delegation led by Ambassador Dr. Jemal Beker Abdula. The meeting focused on creating pathways for Ethiopian students to pursue higher education in Pakistan through mutual recognition of qualifications. In a similar effort, the IBCC held discussions with senior officials from Cambridge Assessment International Education (CIE) to strengthen fair examination practices and maintain transparency in assessments.
To support modern teaching methods, IBCC joined hands with Aga Khan University Examination Board (AKU-EB) to hold a three-day Capacity Building Workshop in Karachi. The training aimed to equip Master Trainers with the tools to move beyond rote memorization and towards concept-based learning and evaluation. Education officials from Sindh praised the effort, calling it a much-needed step to bring meaningful change in the country’s assessment systems.
In a move to combine academics with youth development, IBCC signed a Memorandum of Understanding (MoU) with Strawberry Sports Management. The collaboration will help establish structured sports programs at schools and colleges, promoting a more balanced and active lifestyle for students while encouraging participation in competitive sports.
IBCC also launched a new Regulatory Framework Portal to ease the registration process for international Qualification Awarding Bodies (QABs). This digital portal is designed to make it easier for foreign institutions to partner with Pakistan’s education system, offering clear guidelines and a more efficient process aligned with national standards.
The Commission also celebrated the appointment of its Executive Director, Dr. Ghulam Ali Mallah, as a Member of the Senate at Shifa Tameer-e-Millat University (STMU). This honor recognizes his continued efforts in education reform. Additionally, IBCC held constructive meetings with representatives from Allama Iqbal Open University (AIOU) and the Pakistani diaspora to address student concerns related to qualification recognition and to improve access to academic equivalence for international learners.
